During the 90-day 2026 General Assembly session, the NAIOP Legislative Committee reviewed more than 2,600 bills for their impact on commercial real estate.
The Committee actively engaged 71 priority bills and submitted testimony at 94 bill hearings spread across eight issue areas – building and energy codes, business management, energy and utilities, environment and natural resources, land use, planning and zoning, leasing and asset management, taxes and fees, and transportation.
The Committee, under the leadership of Tom Pilon of St. John Properties, continued to serve as the leading advocate for commercial real estate in Annapolis.
NAIOP played a key role in the defeat, amendment or passage of industry-critical legislation related to commercial property taxes, building management, environmental permitting requirements, standard of review and vesting of development rights, Building Energy Performance Standards, and efforts to broaden the scope of zoning and land use appeals.
