The 2025 Maryland General Assembly Session is in the books. The NAIOP State Legislative Committee, under the leadership of Tom Pilon of St. John Properties, continued to serve as the leading advocate for commercial real estate in Annapolis.  The committee took up a broad range of issues of vital importance to the owners and occupants of commercial real estate.

During the 90-day session, the NAIOP Legislative Committee:

  1. Reviewed more than 2,600 bills for their impact on commercial real estate.
  2. Actively engaged on 68 bills spread across seven issue areas – building codes and energy, business management, environment and natural resources, land use, planning and zoning, leasing and asset management, and taxes and fees.
  3. NAIOP took a leading role in the defeat or amendment of industry critical legislation related to building energy performance standards, commercial property tax rates, environmental permits, electric vehicle infrastructure, corporate and pass-through entity taxes.
