Government Relations Distinguished Service Award
Kinley Bray, Phil Dales and Chris Mudd
The NAIOP Legislative Committee relies on true subject matter experts to dissect proposed legislation, assess real world impact and advance practical solutions.
This year’s Government Relations Distinguished Service Award honors three individuals who were vital to shaping legislative and regulatory issues that impact the commercial real estate industry.
Chris Mudd, a partner at Venable LLP, has been a critical force behind several of the Committee’s most consequential efforts in Baltimore County. His strategic advice on the Baltimore County Master Plan, the County Basic Services Maps, and legislation governing standing to appeal building and grading permits was pivotal in achieving meaningful, positive outcomes for the industry.
Kinley Bray is a Member at YVS Law, and Phil Dales is the Principal at Dales Associates. Over the last year, Kinley and Phil have been central to the industry’s efforts on the Anne Arundel County multimodal transportation fee, sign regulations and zoning code rewrite. Their skill and expertise advanced the industry’s position on these important regulations and successfully reshaped the results.
