Professional Legislative Representation

NAIOP's Annapolis lobbying team, local organization and Capitol Hill staff provide professional legislative representation at every level of government. Each month legislative and regulatory proposals that affect commercial real estate, land development and construction are being debated and decided by congress, the Maryland General Assembly and county councils. NAIOP serves as the industry advocate providing experienced, professional representation before national, state and local governments.

Cathy Ward is Vice President for Asset Management at Corporate Office Properties Trust and serves as NAIOP's Legislative Chair. Ms. Ward is a former President of NAIOP - Maryland, member of the Chapter Board of Directors and has been instrumental in broadening the scope of legislative activities undertaken by NAIOP.

Ms. Ward leads the NAIOP Legislative Committee comprised of development and asset managers, engineers, zoning and transactional attorneys. The committee meets each Monday during the General Assembly session and once per month outside of the session to review and take positions on both state and local issues important to the industry. During the 2009 General Assembly Session the committee reviewed more than 125 bills and participated in over 80 bill hearings and work sessions. Vice President for Policy and Government Relations, NAIOP-Maryland

Tom Ballentine is Vice President for Policy and Government Relations for the National Association of Industrial and Office Properties NAIOP , Maryland Chapter and has 20 years of experience in state and local land use issues. He previously represented the Home Builders Association of Maryland HBAM before state and local governments in Maryland and most recently was HBAM’s Director of Policy and Government Relations.

Working in partnership with the NAIOP Legislative Committee and Board of Directors, Mr. Ballentine tracks legislative issues affecting commercial real estate, land development and construction, develops NAIOP's public policy agenda and serves as an industry advocate before state and local governments.

Mr. Ballentine's work on behalf of the industry is one of several NAIOP member benefits made possible by the Penny a Foot Fund and the NAIOP Developer's Council. NAIOP-Maryland created the staff position dedicated to government relations in order to establish the commercial real estate industry as a more frequent participant in local land use issues and to broaden NAIOP's presence in policy discussions that take place in state agencies and before the Maryland General Assembly.
